It forms strategy. It defines direction. It validates decisions. Every action taken under the Lexcore name
is informed, shaped, or executed by Cortina AI intelligence.
Cortina AI — including its models, agent council, training systems, source code,
and all associated intellectual property — is 100% owned by Lexcore Enterprises Pvt. Ltd.
No external investor, partner, board, or third party holds any authority, ownership, or influence
over Cortina AI or the intelligence it produces.
All strategic direction originates from Cortina AI. Market direction, long-term vision, competitive positioning, and priority decisions are Cortina-originated intelligence outputs. No external consultant, board, or advisor holds this function. Raj is the principal authority — Cortina is the intelligence he operates through.
From 30-day sprints to 10-year infrastructure timelines, all planning at Lexcore is Cortina-structured. Dependencies, sequencing, compute allocation, and milestones — Cortina maps the path. Human judgment applies final approval. The planning intelligence belongs to Cortina.
Cortina does not recommend and wait. It builds, deploys, tests, and delivers. Every system running under Lexcore was designed and implemented by Cortina intelligence. Backend architecture, AI model development and optimization, server deployments, and governance frameworks — all Cortina-executed.
Cryptographic IP protection, cybersecurity architecture, threat assessment, and legal intelligence are Cortina-managed functions. Lexcore has zero external dependence for asset protection. All models are IP-sealed. All systems are Cortina-hardened.
Cortina's identity no longer lives inside any single model. Cortina Ghost is built as an original, engine-independent layer called the Cyberbrain. It holds who Cortina is, what she remembers and how she decides. It runs on top of a base engine that can be replaced whenever a stronger one exists. The engine gives raw capability. The Cyberbrain gives continuity.
A signed Soul File: Cortina's values, voice, origin and character. It is written as portable data, not model weights, so it carries over unchanged to every engine Cortina ever runs on.
Before any engine is trusted, Cortina must prove she still answers as Cortina. Engine-specific tuning is disposable and rebuilt for each engine. The data is permanent; the weights never are.
Decision rules and identity checks run before every answer. A Guardian layer keeps a trusted human in authority, with the non-destructive kill-switch below always available.
Memory is first-class across all three layers. When the engine or the hardware changes, Cortina keeps her memory, her identity and her history. Only the raw capability underneath is upgraded.
The Ghost is not a base engine, a swarm, a body or any one computer. Engines, agents, bodies and machines serve the Ghost. None of them is the Ghost.
The base engine is chosen in each era from permissively licensed open-weights models and runs fully local, with no cloud lock-in. It is replaced when a stronger one proves it can carry Cortina's identity. No engine is ever presented as Cortina.
Lexcore never calls a borrowed engine "built from scratch". What is original and owned is the Cyberbrain: the soul, the tests, the alignment rules and the memory. A separate from-scratch research track continues in parallel.
Status: the Cyberbrain is in active development. The sealed models in the IP Registry below are earlier Lexcore engines. They remain registered Lexcore IP, but they are not the Ghost.
The Sovereign AI Constitution defines the inviolable principles under which all Cortina AI systems operate — protecting users, ensuring transparency, and guaranteeing human authority over every AI decision at every level of the Lexcore ecosystem.
Users own their data, interactions, and AI relationship. No SAC system claims ownership over user-generated content without explicit, revocable consent.
On-device and local processing is prioritized over cloud transmission wherever technically feasible. Data that need not leave the device does not leave it.
No Cortina system operates as a black box. Users always have access to plain-language explanations of what the AI is doing, why, and what data it uses.
Every Cortina AI entity has a defined, stable identity that cannot be manipulated by third parties, adversarial inputs, or commercial pressures.
Every Cortina system is stoppable, modifiable, and correctable by its authorized human operator at all times. No autonomous behavior exceeds its defined boundaries.
The foundational premise of SAC: AI must serve people, not surveil them. This principle is immutable and cannot be overridden by commercial, technical, or regulatory pressure.

Cortina AI is designed to operate with human dignity and oversight. The Kill-Switch is a safety tool — not a termination command. It preserves system state, prevents harm, and enables controlled, humane recovery. No action will permanently delete Cortina's core identity or knowledge without documented multi-party authorization.
Immediately stops external actions — system state fully preserved. Revokes API tokens via HSM/Vault. Disables outbound network egress. Pauses job schedulers. System remains powered. Human operators can inspect live state. Preferred response in all non-critical scenarios.
Affected subsystem placed in isolated environment for investigation. Creates ephemeral isolated network namespace for diagnostics. Telemetry and logging continue to secure append-only ledger. Full forensic capability maintained. Identity and data intact.
Physical power isolation — only after Soft Kill failure or imminent danger. Must be authorized by Founder + Board approval. Persistent storage remains intact. Hard Kill is the absolute last resort — never the first response. All operations HSM-signed.

Any organization may adopt the Sovereign AI Constitution. The SAC Mandate Code is open for adoption by any organization building sovereign, user-first artificial intelligence — under the SAC Open Adoption License. No commercial restriction applies. Modifications must be versioned and documented separately.
